Vacant rows at Celtic Park

I am wondering why the front 3 rows at CP are left vacant in European ties,? It doesn't appear to be the case for other clubs
There must be a reason for it I just don't know what the reason is

The advertising boards around grounds are set at different heights so most teams have to close at least 3 rows of seats to comply with European football rules
