Who is the caretaker compliance officer?

Ive had a look there but cant find any mention of it. With cost cutting likley and the fact the job seems to be a jolly who has absorbed the role?
Was speaking to a mate about the order of operations and the power any assigned individual has.
He was of the opinion that incidents were reviewed by a referee panel then put to the compliance officer to carry it further.
Makes sense as the requirements for the job would extend further than reviewing incidents on the park.

Several incidents haven't seen the light of day. Others seem to be knee jerk after media attention days later which implies that whoever is in the role doesnt seem to have the power to take action independently and swiftly.

Anyone have any knowledge on this or how it works?
