Thats the 64 million dollar question. Maybe thats the answer to why booze is legal, maybe its profitable to all walks of life, Law and Crime,social work, Physciatary,pub trade, health care,charity,religion. politics, Maybe they saw the benefits of misery and the economics it creates, the sector it creates, maybe it is desiner crime in a diferent guise. Agreed. It’s bad enough having a serious health issue without being demonised as well. We need to have compassion and learn that under current laws we just make a bad situation worse.

The thing that separates a conspiracy theory from a probable cause, is the likelihood of the conspiracy theory being promoted serving an actual purpose.
There has long been a theory (conspiracy or otherwise) that western governments have exercised an element of control over the influx of illegal drugs into their territories.
How do you subdue a disenfranchised subculture? Give them access to hardcore, grade A drugs that will obliterate any notion of an uprising within those communities.
